Thermostat?

Thermostat?
I own a 2010 ES 350. My AC has been putting out inconsistent temperatures lately. Today, the temperature gauge for the engine was normal, dangerously high then normal again. I checked the reservoir and it was 1/3 full and the hood was pretty cool. I filled reservoir, drove around the block and the needle did the same thing. Thermostat issue or electronics issue?
