I HATE having to call 911 about parking issues, but, unfortunately, that it is the process. You can't call a district directly, you must call 911. People are constantly parking in front of my driveway and garage. I have a curb cut-out, a tow sign and a chain link fence, so it's obvious it is a driveway and there are cars parked there. We used to be able to just call the tow company and have the cars removed.
