Default Broken front "shroud" 1991 LS 400 safe to drive?

Hi. I'm new here. I have a 1991 LS 400 with 240,000 miles. The black plastic shroud (don't know the technical name for it) that runs from the front bumper to past the oil pan is basically shot and has loaded up with snow and ice and pulled through the screws holding it on. It's just hanging on and I need to get a new one. Two questions: Where can I get a replacement and approx cost? Is it safe to drive it with the shroud missing? There appears to be a hose hanging down from the engine compartment that could get messed up if I hit snow or ice without the shroud on it. Any help would be appreciated. Thanks, Mike Harris
