Default 2001 RX300 ABS Trouble

I have been hearing a sound that I'm pretty sure is the ABS when I'm going in any direction typically from a stop or idle. It seems to bog the car down until I give it enough gas to "pull it out of it". I've read that it may be the speed sensor not seeing through the window???

I will get this looked @ when I can, but I also saw that you can disable the anitlock brakes. I'd like to do this to make sure that is what is causing the noise, but don't know how. I noticed that there are two fuses for ABS on the 2001 RX300; a 60 amp, and a 7.5 amp that notates ABS-3 (this fuse is missing and does not have the contacts anymore so a fuse just lays lose, could this be causing the issue?) Would pulling the 60 amp fuse just disable the ABS w/o causing issues to other systems in the car?

thanks,
