Headlights on, under-dash lights off. Headlights off, under-dash lights on. Please help.

Headlights on, under-dash lights off. Headlights off, under-dash lights on. Please help.
First, let me say thanks for reading my question. Second, my car. It is a 2000 ES300, Platinum if matter.
The car has been fine for a long time until recently. During the day when fog/head lights are all off, I can see all interior lights fine but at night when I switch either to 1, 2, or 3 position (fog, head, or auto light) my under-dash light, radio/CD, and fan/AC control screen lights a re all out. For several nights, I have been driving completely in the dark when head lights turn on. Is this a comment problem. Does anyone know where/what the problem is? Is this an easy fix?
