Fan only turns at 1 speed only

Fan only turns at 1 speed only
Need help with a 93 ES 300. The fan only moves at one speed causing overheating. Could it be a Relay problem or a badbattery? Eletrical's have been tested and are good. Any advise would be appreciated. Thanks and Happy Holidays!
