1993 Lexus ES300 idles rough and has sudden bursts of accleration?

1993 Lexus ES300 idles rough and has sudden bursts of accleration?
I was told it may be an IAC but another mechanic said that it was just because it was cold out. I find that it does idle better when it warms up but it still has the sudden bursts of accleration.
