help-blow out that turned into wiring problem
 

Any suggestions have a 92 sc300 had blow out that did damage to wheel well after replacing tires but prior to replacing wheel well the wiring harness rubbed onto the tire causing alot of cooper exposed didnt loos power just dash gauges and lights. spliced all wires back all fuses are good and have power but when i go to start i get full dash and gauge action but nothing when i try o start almost seems like the alarm is stuck ingauged. Anyone know where the master alarm reset is on this cant seem to find anything or a way to bypass. already tried disconnecting battery left off over night with no results. Had someone mention enfused wiring but not sure what that means, any advice or guidance would be greatly appreciated.
