I know what the code is but I have never heard of this. Can anyone help me with where and what the "Evaporative Emission System Vent Control Circuit" is?

Could be as simple as a loose gas cap. Did you fill the tank with the car running? If the car is performing a test on the fuel tank, an open gas cap will show atmospheric pressure instead of a vacuum. It could also be the valve between the charcoal cannister and fuel tank.

There are solenoids on/near the charcoal canister in the LR of the vehicle on the underside of the car. Alot of times the solenoids will stick and not allow the fuel fumes to flow or the solenoid is just bad. good luck

The can and its contents is not bad unless it’s cracked, but then you would most likely get a different code (like something that would indicate a leak). I would guess that the solenoid valve is bad. If you are lucky it is mounted on top of the can and an intergraded part? Find the can and evaluate.
